Services Canada recently announced new requirements for employers seeking authorization to hire temporary foreign workers.
Under these new rules a unionized employer must offer a foreign worker the wage provided for in the collective agreement and must provide the worker with the same benefits it provides to its Canadian employees. The rules also provide Services Canada with the authority to require the employer to offer the foreign worker a wage that is higher than the wage rate contained in the collective agreement in certain special circumstances.
